After I had won a long and difficult battle for the creation of a UN institution to help the poor countries, a British delegate had this dismal comment: "You won, but we made you lose three years of your life." Sometimes after several years, when I meet a western delegate who fought obstinately against the creation or strengthening of UN mechanisms for a better world, I ask this question: "Don't you think we should suppress, say the regional banks created at the behest of the UN?" The common reaction is: "You must be crazy. They are eminently useful." Whereupon I smile and say: "Well, do you remember how bitterly you fought their creation years ago?" * |
