I recommend that the United Nations Atomic Energy Agency should not be limited to energy. It should also collect statistics on the costs of building the existing and new atomic bombs, stations, personnel, maintenance and accidents insurance etc.

These statistics would be quite a shock and perhaps arouse a people?s revolt similar to the revolt against the Iraq war.

When Ralph Bunche, a former UN Under-Secretary General and Nobel Prize winner heard attacks against the UN, he asked the attacker:

"How much do you pay for a pack a cigarettes?"
"25 cents" was the reply. (that was in the 1940's)
He then gave the person a quarter and said: "Here is your contribution to the UN back. Now be quiet."

Today the US contribution per citizen is even less than a pack of cigarettes!

Human peace and happiness and the preservation of the Earth must be the world?s new primary ideology. The words capitalism and communism were not even in the dictionaries 100 years ago. They must be scrapped, for they have outlived their usefulness and through their perpetuation have become dangers to the world.

There must now be a vast, world-wide discussion on how to achieve the peace and happiness of all Earth inhabitants. What is good in capitalism, in communism and in other systems or cultures should be retained.

In 1985, the UN budget was 800 million dollars shared by 160 nations. During the same year world military budgets were 800 billion dollars, i.e. a thousand times more. Of the UN budget the US was assessed 200 million dollars or one third of the cost of an atomic Trident submarine. And yet that government complains that the UN is too costly and that the US pays too much. Historians will someday shake their heads in disbelief, especially at the gullibility of the people who swallow anything their governments want them to believe.

Looking down from an airplane and seeing the Earth and her human settlements, what a relief it is that the world?s United Nations has undertaken already a number of years ago a world-wide policy of stopping the destruction of trees and forests. My dream and plea is still to see created a WRA, World Reforesting Agency as part of the UN?s global efforts. There is still immense deforestation going on. And we forget that forests retain rain waters in the water reserves under them.

?Dear Robert, how I love you for your efforts to save and restore me. Without your efforts and initiatives at the United Nations I would be infinitely worse off.?

Human groups have endless ideas and worries on how to survive, to progress, to get more of many things, more resources, more power, more money, more fame, etc.

Thus the US militaries are concerned that they can no longer make wars because American citizens protest even when only a few of their youths are killed in a war.

Result: the US militaries obtain the immigration of men from poor countries who accept to be militaries. Thus, in Iraq most US soldiers are immigrants. As a result, the public protests less

In 1969, when I was Director of the UN budget, I once jotted down this note:

'The 'United States maintains around the world 429 major military bases, 2900 smaller bases, one million military personnel, 500,000 members of their families, 275,000 foreign workers, and spends for that between five and six billion dollars a year.
In 1969, the UN budget was 168 million dollars and the total number of international civil servants of the UN and of all its specialized agencies and world programs, including secretaries, was 40,000.'

And with that, the UN is supposed to deal with all the major problems of this planet from peace to human rights, from health to education, from development to the environment, from outer space to the atom, etc. In my view, the opponents of the UN budget should get their heads examined and be straightened out by their voters. The people should scream at their governments for their lack of serious financial support of their world organization.

The so called financial "crisis" of the UN is nothing new. I knew it in its full swing in 1969 70 as the newly appointed Director of the budget. At that time, the four big powers, led by the United States, deposited memoranda with Secretary General U Thant, requesting a three year freeze on the growth of the UN budget, as they still do today.

In my book What War Taught Me About Peace, page 12, I note that the allied troops which fought against Hitler in World War II were called ?United Nations Troops?. I dreamt and continue to dream that all armies of the world will be called United Nations Troops. The next step will be that the armies of the European Union will become European Peace Troops.

Next will come All World United Nations Peace Troops and my last and greatest dream is that all armies will be merged with police forces into world, regional and national Agents of Peace and Good Order.

There should be a world movement of people to conceive and to achieve Paradise Earth. Innumerable ideas to achieve that paradise should be born all over the world and become the main subject of interest of governments.

Here are a few:
  • 8 all 24 demilitarized countries should form the most advanced, honored, beloved, saintly group of countries on Earth
  • 9 new demilitarized countries should be celebrated world-wide by all peoples
  • 10 every 1st of January the demilitarized countries should be honored and celebrated by the peoples of the world

One question future generations of humans are likely to ask is: how many species did humans at the turn of the millennium destroy or let perish? In The Absolute Need for Proper Earth Government I mention that we let one species perish every five hours, but I could not find a total of the species? already destroyed in the past. I do not know if the figure exists somewhere. All I could do was to calculate that at the rate of a species destroyed every five hours, we would lose 84,000 species in the next fifty years.

I like it of course when my writings are published and when some readers are happy to read them. But most of all I am happy when I am writing. I do not write to be read.

I write to learn more about the incredible mystery and meaning of life. I read and write down my incredible life. The more I have lived, the more marvels of Mother Earth, ideas and dreams for a better world came to me. Writing and speaking have incredibly enriched my life.

I even harbor the illusion that perhaps my unpublished writings will be published and read by my descendants and other humans interested in the mystery of life.

Mother Earth:
?Dear Robert, I am sure that the vast majority of Americans who have shares consult the newspapers every morning to see if their shares have gone up. They rejoice when the economy is ?improving? and reaching record highs. Few of them realize that this so-called ?progress? of building, producing more, buying more, traveling more, driving more, etc. means in reality my destruction, my deterioration, my sickness. How can intelligent people be so blind??

I:
Well, at the UN?s first World Environment Conference in 1972 in Stockholm we achieved some progress for less buying, having less children and being concerned more with the quality loss of the prime gifts to humans, namely air and water.

The money makers and ?growth intoxicated? found numerous new ways of fouling the environmental progress. And in universities they prepare, in skyscrapers they receive and in the capitals they welcome these agents, so-called actors of progress.

Mother Earth:
?So there is no hope for me.?

I:
Yes, there is one, namely catastrophes. But it has to become much worse until there is a different thinking and different values will be adopted.

Most humans are encapsulated, limited, enrobed, enrolled in a religion, a nation, a corporation, an institution, a profession, a movement, a belief, etc.

They spend their life without emancipating themselves from that.

And this happens when the world, the Earth, the universe and the elements want us to be parts, components, active members of them!

How can we achieve this new, latest transformation, of our evolution? That is a very fundamental question of our time.

During the early history of the US, some of the American states did not pay their dues to the government in Washington when they did not like it or wanted to exercise pressure. The same is happening to the UN today.

What is the greatest value and treasure we humans have in common?

To be human? Race? Color? Sex? Nationality? Language? Religion? Profession? Etc. No, all these are secondary. It is therefore around humanity that we must build the peaceful world. To ask humans to kill other humans because of nationality or for any other reason must be proclaimed the biggest crimes on Earth.

We must grow up as human beings beyond limited, narrow national beings. To be a US citizen or a European citizen is nowadays more important than to be a US or European national. To be a world citizen will become essential in the next phase of human evolution.
