Far too many people and groups, especially nations, are spending their time to prove and increase their greatness instead of cooperating for the greatness of the Earth and of humanity. If God, or a team of visitors from outer space, descended on Earth, they would not be looking for the greatness of any group or person, but only for the general state of the planet and of its inhabitants. The whole world must adopt this outlook which is that of the United Nations and of its agencies.

Your point about the confusion of modern technologies is particularly apt when it comes to nuclear disarmament issues. During the 80s, particularly, when so many of us were trying to somehow comprehend the issues & help to prevent a nuclear war (that seemed "just around the corner"); many of us felt helpless & impotent. The issues & terminology & strategies all seemed too technical & complicated & specialized. They still do.
Thank goodness for people like Professor Larry Wittner, who wrote the definitive (3 volume) history of the people's nuclear disarmament movement--which has helped to "humanize" the whole field, & make it less threatening & auspicious.

?During the day [U Thant] asked me to join him in his office to further discuss the speech. Among his remarks, one still sticks in my mind like a dart. Pointing at a sentence, he asked:

?What does this mean: the ?economies of scale???

I explained it to him and he remarked:

?Well, if you can explain it so simply, why don?t you say so in the text? I am a simple man and I will speak to simple people. If I do not understand what I am saying, they will not understand me either. I feel that one ought to be straightforward if one wants to create better world understanding.?
I have never forgotten that heaven-sent lesson. [?] U Thant was absolutely right.

There is nothing important on earth that cannot be explained in simple terms. And if it can?t, it is not worth speaking about, for it is irrelevant to human needs.?


My related comments:

It is a skill indeed to be able to phrase complex information in words which are appropriate for the listener. It is a skill because it takes ?sensitivity? to be able to accurately gauge the knowledge that that person already has as well as to understand the way in which he or she thinks and comprehends information e.g. is the person more receptive to visual, aural or oral input? More importantly, perhaps, it also takes ?humility? to be able to choose simple language to explain an intricate topic without adopting a condescending attitude or a sense of superiority.

The sudden rise in the popularity of computers offers a good example of this. Perhaps for children, who are learning how to work a computer from an early age, the related terminology is all part of the conceptual learning process associated with the growing-up phase. However, for adults, this is generally not the case. Many adults have had to adjust to assimilating something quite alien and complex into their lives if they wanted to keep a pace with the times. And yet computer terminology can sound ever so complicated creating psychological barriers to the effective and pleasurable use of the machines. Experienced computer technicians or even computer users can wrap themselves in a secret language, which appears at times to purposely want to exclude the ?average? woman or man.

It is the sign of a mature human being when an individual can focus beyond the personal need for self-recognition and hold the interests of other persons as the over-riding imperative. This attitude is essential in the modern day efforts to raise public awareness of such urgent issues as climate control, the impact of global economics and nuclear proliferation. In order to ensure that these issues are given the necessary priority by respective governments, mothers, fathers, sons, daughters, grandmothers, grandfathers, all need to understand that their input counts. The first step in this process is to ensure that they can all comprehend the basic concepts.

Observing the animal world one sees that all of them use the purest possible water and no other liquid whatsoever. We should remember that fundamental law of nature and adopt as our only drink pure water and nothing else, no alcohol, no wines, no manmade so-called 'soft drinks'. The only exceptions should be fruit juices made from natural fruits.

We should have a very well-conceived, scientifically based liquids policy on this planet similar to the science and practices of nutrition. Its name could be liquidtrition, the science and proper human consumption of liquids.

Ending War

It is wonderful that so many peace parks are being established around the world, many of them by rich people who buy land to preserve it because they have a sense of guilt for having destroyed so much of it during their lives. I call it gaiaphily, the love of Gaya, name of the Earth in the Greek language.

he notion of peace should be extended to many other fields.

For example, I call my office at the University for Peace a peace office. The little city of Ciudad Colon wants to be declared a city of peace. More cities should follow this example around the world. There should also be peace roads. The road from Ciudad Colon through a beautiful nature, up the hill to the University for Peace is called a peace road.

Why not give names of peacemakers to streets and avenues and not of warmakers. There is so much that can be done to establish peace once and for all on this planet. The more the word peace will be used everywhere the less there will be violence because people and nations will feel ashamed.

It is a question of making certain words the predominant, shining values of society. This is part of culture.

We need a culture for peace, a civilization of peace, making this planet the foremost planet of peace in the universe. I am so glad that the UN and UNESCO have inaugurated the birth in the year 2000 of a decade of World Culture of Peace.

I just finished reading a remarkable report on human aging in the world prepared by the United Nations. It is filled with world statistics, facts, trends, tendencies, proposals for reform, a real masterpiece covering the subject. and indicating what more should be done. Such an image of poverty in so many countries emerges from it. I was reminded that with Mrs. Julia Alvarez of the Mission of the Dominican Republic to the UN we managed to convene the first World Conference on Aging in 1982 and today the situation begins to look as it was predicted at that time, namely that by the year 2020 the social security systems of the world will no longer be able to cope with the situation.

We have problems in every direction, the population explosion, now the aging explosion, the over-building of monstrous cities, the increase of car use, carbon dioxide, aviation and so on. It is impossible that this can continue this way. After reading that report I had two comments. The first is that the world would be in a much worse situation if there had been no United Nations and within the United Nations a Population Division where the whole world was surveyed with states of the world population, a number of world population conferences, etc. If this work had not been done, we would be 2 billion more people today. It is an incredible success of the United Nations to have at least reduced the population explosion to that extent. But it is still insufficient because we still add 78 million people yearly to the world population, a figure diminishing each year by only one or two million. My second comment is: how can people accept this world situation, see the dangers and not speak up? The authors of that report should have said that under these circumstances it is practically unpermissable, it is unethical for governments not to make peace among themselves and eliminate armaments and military expenditures which account for one-half of all the budgets of the 189 nations.

As an individual I must also ask myself this question: do we humans want to live on this planet forever? If the answer is yes, then I must conduct myself so that it will be possible.

If I do not care less about what the future will be, then I can of course conduct myself in any way I want.

I recommend that all islands of the seas and oceans of the Earth should create a World Community of Islands with a strong central secretariat to deal with the specific problems common to islands. For example:

- To what extent should western 'development' be allowed on islands? Will it not destroy our specific nature, charm and beauty?

- What will happen when aviation will be restricted in the world to preserve the world's atmosphere? Will the hotels and beach resorts on islands be abandoned?

- What kind of people should we allow to settle on islands? What lifestyles and behavior would we expect from them?

- What would be an ideal island for centuries to last, etc.

With reference to the gathering of spiritual leaders which took place in the Cathedral of St. John the Divine, New York City, October 1975, on the occasion of the 30th anniversary of the United Nations:

?It was a revelation to me. I suddenly realised that the Hindu philosophy, the Koran, the Talmud, the Bible, the red Indians? worship for nature, Mother Teresa?s poignant love, U Thant?s Buddhism without God, Pope John?s encyclical ?Pacem in Terris?, Pope Paul?s visit and message to the United Nations, etc., had all the same meaning. Humanity?s ?eternal quest for a moral and spiritual order? has lead to the present day expansion of the concept of ethics to include the idea of a ?global ethics?. Global ethics underlie all facets of international relations, and therefore of individual life: economic, environmental, political, legislative, educational, leisure, etc.

Despite the fact that many governmental leaders are believers in a religious or spiritual faith and, therefore, believe in the existence of the soul, it would seem that international relations are mostly carried out without this illumined idea in mind. In some countries this has to do with the principle of the separation of the state and religion. Nevertheless, it could be supposed that human-human and human-nature relations would markedly improve if the existence of the soul were brought into full recognition. Until that time, if that time arrives, human relations can be greatly enhanced through the promotion of the concept of ?global ethics? since the latter is a stimulus for interactions based on the highest human principles of ?love, understanding, friendship [human solidarity], self-restraint, and morality?.

The simplest way to solve the problem of unemployment in any country is to suppress the army, military training and armaments expenditures and launch an anti-poverty, pro-nature, art, and beauty program with the totality of the money saved.

Indeed, why does it take a war or a menace of war to produce jobs and resources to keep the economy floating or 'improving'? This can be achieved by implementing the articles of the UN Charter calling for a central world security system which would put an end to the need of army and defense expenditures in 170 not yet demilitarized countries.

Why didn't you decide that those who want to achieve world peace and make your Earth a paradise would live longer, let us say ten or twenty years more? With such an incentive they would have a better chance to achieve these objectives.

Each of us humans must relate his work, efforts, dreams and endeavors to a clear, logical, all-embracing framework, lest we will not understand what we really should do, why we are on Earth and how we relate to our fellow humans, to the Earth and to the heavens.

Dealing with the whole world and all its people in the United Nations, I adopted the following framework which satisfied my thirst for logic and a total view, helping me substantially in my work:

Seeing what has become of the United States with its monstrous cities, many of them covered by yellow-brown caps of pollution, its endless highways with millions of cars, its sky polluted by excessive air traffic, its oceans, shores, waters becoming increasingly dead waters, its over-marketing, overadvertising, overproduction, overconsumption and overgarbadging, I recommend that less and less young people from other countries should come to study in the United States. They will be taught the wrong values, economics and technologies which will destroy their own countries and future. They should request their governments to give them a better education geared to their country's optimum preserved, enhanced nature, culture and well-being and happiness of the people.

Once I was asked by my boss to defend one of my ideas in a private meeting of western delegates who opposed the idea stubbornly. I made an impassioned speech, at the end of which the German delegate, to the consternation of his western colleagues, agreed with me and gave his approval.

That evening, at a diplomatic reception, this same delegate, who had lost an arm as a Panzer commander in World War 11, said to me:

"I broke the instructions of my government, but I wanted to give my vote to an honest man who had the courage to defend his opinion and who knew how to move and convince me with his passionate speech for a better world."

I was happy to learn that General Butler, former US High Commander of all American nuclear arms and six other US generals have recommended the total elimination of all nuclear armaments on planet Earth.

May I suggest to them a way of getting there: the United Nations Charter provides that the chiefs of armies of the five permanent members of the Security Council should meet in a UN Military Staff Committee which would work out a World Security System whereafter they would disarm the planet. The cold war alas prevented that course from being pursued.

I recommend that General Butler and his colleagues set up a shadow UN Military Staff Committee, work out a World Security System and world disarmament plan and offer them the whole membership of the United Nations.

Global warming killed 150,000 people in 2000 and the death toll could double in the next 30 years if current trends are not reversed, the UN World Health Organization reported in December 2003.
One heat wave alone killed 20,000 people in Europe this year.
Climate change, linked by scientists to human emissions of gases such as carbon dioxide by cars, airplanes and factories, is causing more frequent floods and droughts and melting ice caps.

?In addition to 150,000 deaths? a further 5.5 million healthy years of life were lost worldwide due to debilitating climate change.?

The 1990s were the hottest decade on record and the upward trend in the world does not seem to be abating.

If climate trends continue, the situation will worsen, approximately doubling by 2030.

How is it that so often in the middle of the night I wake up with this obsessive thought: why are we humans destroying this Earth? What can I do to help prevent it? After my obsession with peace in the world since World War II this has become my new main obsession since the United Nations Stockholm Conference on the Environment in 1972. Humans born from the Earth, all made of Earth, instead of taking good care of the Earth seem to have taken a wrong way. See her complaints, her laments in many of my ideas. We must urgently change course if we don't want to bring an end to paradise Earth and to the further incredible potential evolution of this planet and of ourselves.

This classic, unforgettable film features the first footage shot following the bombings of Hiroshima and Nagasaki. The viewer becomes an eyewitness to the bomb's aftermath, literally walking through the rubble and hospitals jammed with dying people. In August 1945 the Japanese government commissioned Akira Iwasaki, a filmmaker jailed during WWII for his antiwar beliefs, to document the effects of this new weapon. With only black and white film available, he recorded stark and often simple, but telling images of the vast destruction, such as the shadows of leaves, flowers and other objects burned onto stone. The U.S. military classified the raw footage as secret for over 20 years, before making it public. In all religious periods of humanity and in all existing great religions, humans receive answers regarding the meaning of life, the cosmic origin of our Earth and life, of our contributions to life, and the expectations of life after death. All this is also expressed importantly in art and culture and in visual, auditive and many other means: beautiful, meaningful houses of worship, cathedrals, hymns, religious art, vestments, celebrations, etc. These have a very deep, powerful meaning.

Today's western, capitalist way of life does not provide such meaning, only enrichment, possession and power. It has no art and culture, no heartlifting celebrations, no deep meaning of human life. Its proliferating skyscrapers, highways, airplanes, banks and stock markets do not provide peace, happiness, meaning and beauty.

There is a way out: all great religions should get together, see what they have in common, their extraordinary meaning and offer the world the dreams, meanings, celebrations, art and culture required for our current and next phase of evolution in the vast, unfathomable universe.

We must absolutely respiritualize the world, humanity and nature. The lead should be given by the recently created United Religions and the World Commission of Global Consciousness and Spirituality.

Dear Robert,

I abhor nuclear weapons, and work in my own way for peace in our world, but how do people in countries who's governments have nuclear weapons avoid buying their own products??
As so many products come from countries that also have these weapons we wouldn't survive for long!!!!!!!

Normally I would say this was a good idea, but my country sadly still has a nuclear capability. Do I stop buying British goods? We have to work harder to rid the earth of this abominable obscenity.

In his speech to the UN General Assembly the President of the United States should offer also a bold World Marshall Plan to heal the extreme poverty of a great part of the world and to stop and reduce the increasing gap between the rich and the poor both within countries and worldwide. He would do this in memory of President Johnson whose main ideal during his presidency was to eliminate poverty.

The President of the United States should also pay tribute to President John Kennedy for having launched the US Peace Corps which was loved by so many American people and should become a World Peace Corps.

His speech would thus be a tribute to President Eisenhower, to General Marshall, to President Johnson and to President John Kennedy.

He could also remember these words of General Omar Bradley after World War II: "The world has achieved brilliance without wisdom, power without conscience. Ours is a world of nuclear giants and ethical infants."

TFF's Vicky Rossi interviews Mr James Ranney who is chair of the Philadelphia Chapter of Citizens for Global Solutions. It is organizing a four-day Global Constitution Forum to be held in Philadelphia on 14-17 September 2006 (with a preliminary, preparatory session in September 2005).

Participants at this conference will focus on issues surrounding the creation of a Constitution for Earth. Given the current controversy surrounding ratification of the European Constitution, I thought it would be a timely opportunity to request an interview with Mr Ranney.*

Vicky Rossi: There is currently a great deal of controversy in the European Union with regards the proposed European Constitution. What similarities and differences do you see between what is being proposed by the EU and the concepts underlying the idea of a global constitution?

James Ranney: The EU has been very successful in setting up a common European market and it is a great model despite its current problems. According to my understanding, those voters who are against the EU Constitution in the Netherlands and France, for example, are expressing their "hostility to a remote, bureaucratic and intrusive EU" to quote "The Economist" [June 9th edition]. Those of us who aspire to the creation of a global constitution can learn a great deal from what is going on right now within the EU. The rejection by European citizens of the EU Constitution is a good reminder that any regional or global initiatives must take great care not to be too intrusive and to allow individual countries to make their own decisions where that is appropriate. Of course, the difficulty is then to know where to draw the line e.g. with regards the creation of a level playing field in the realms of economics. In short, a balance needs to be found in the distribution of decision-making capacities. A global constitution would be in favour of fewer monolithic structures, less bureaucracy and a move away from the military security state through a redistribution of related taxation and military expenditure.

Vicky Rossi: Could you clarify which main areas would be governed by a Constitution for Earth? Is it just security policy and disarmament?

James Ranney: There has always been a great deal of debate on that question between world federalists. Some are in favour of a minimalist approach i.e. they would like to focus solely on security issues and aspire to put an end to the $1 trillion spent each year on military activities. Others, however, would like to see a broader maximalist approach adopted; one of their main arguments being that the environment could end up becoming a more urgent priority than disarmament. I myself am of the opinion that if we succeed in putting an end to the $1 trillion spend on military expenditure, we could free up ample funds for social and environmental needs. A famous proposal for a global constitution, which advocates a mid-way position between the minimalists and the maximalists, came in the 1920s from Grenville Clark and Louis Sohn. They pinpointed 3 main areas which should be governed by a global constitution, namely, security, global poverty and anything else that all countries could agree on!

Vicky Rossi: What is your definition of world federalism?

James Ranney: I do not have a "scholarly" definition of world federalism; however, I see it to mean replacing the use of force to resolve international conflicts with the rule of law. In my mind this would imply the elimination of "separate" armed forces for the resolution of international conflicts, although each country would retain its own police force for the regulation of internal law and order. "Global Action to Prevent War" has a good proposal on this issue. [P.A. It can be downloaded at www.globalactionpw.org] Although it makes no reference to the term world federalism, the aims are the same.

With regard the elimination of nuclear weapons, the much maligned treaty system could be used in a similar way to the Convention on the Law of the Sea. Nuclear disarmament could be achieved through the signing of a treaty plus the creation of an international peacekeeping force. The international community could move in small steps towards this goal. Currently in the U.S. for example there are discussions on the setting up of an "emergency rapid deployment force". If created, this could be the fore-runner to such an international peacekeeping force. [Vicky Rossi note: In a similar direction, the High-Level Panel on Threats, Challenges and Change, appointed by UN Secretary General Kofi Annan, has recommended the creation of a "strategic reserve capacity", which could be called up on short notice to provide support to a peacekeeping mission that is facing an unexpected crisis.]

Vicky Rossi: Which body would be responsible for overseeing such an international peacekeeping force? Would it be the United Nations?

James Ranney: The United Nations Security Council is currently seriously handicapped because of the veto power of its five permanent members. As such a new or modified global governance mechanism is needed to oversee this international peacekeeping force.

Vicky Rossi: Where does global citizenship fit into this idea of world federalism i.e. how would you define global citizenship?

James Ranney: World federalism is not likely to be a millennial moment i.e. it is more likely to be a plodding thing which evolves slowly and with it too the idea of global citizenship. To become a global citizen does not mean loosing your cultural identity. We have seen this in the EU where, for example, countries like France and Great Britain are no longer fighting on the battlefield, but nevertheless they are still not talking the same language. In order to understand these concepts properly, education is the answer. There will not be a peace revolution unless each one of us makes a contribution. World peace requires an attitudinal change and this can only come about through education.

Vicky Rossi: Do you think it is more difficult for US citizens to contemplate concepts such as world federalism and a global constitution given the USA's current position as the world's sole super power?

James Ranney: According to a survey carried out in 1946, 50-70% of US citizens believed that world federalism would lead to world peace. Unfortunately, now that may be as low as 1%. [Rossi: The polls mentioned were run by Roper & Gallup and the results were reported in the August and September, 1946, editions of "World Government News".]

Vicky Rossi: Earlier we touched briefly on the topic of the Security Council, but where exactly does the United Nations fit into this whole discussion?

James Ranney: There has been much debate over the years amongst world federalists with regard to the role of the UN. On the one hand, some world federalists would like to see an amended UN Charter; others, however, are of the opinion that the UN is the creation of individual nation states and that change will, therefore, have to come from the outside. I myself am in favour of both these approaches i.e. an amended UN Charter and a People's Parliament. Senator Douglas Roche has posted an interesting document on the Global Security Institute website discussing the idea also proposed by Prof. Andrew Strauss and Prof. Richard Falk - who is a TFF Associate - for a People's Assembly, which would be "independent and parallel" to the UN and which, perhaps, over time, could be incorporated as a 2nd Assembly.

Vicky Rossi: How would a global constitution be ratified? By public referendum? By UN Member States? By individual national governments?

James Ranney: A global constitution could be ratified in various ways, but unless there is serious reform within the UN, it could not be ratified there. UN reform needs to be carried out in a step-wise fashion i.e. progress is needed on numerous fronts simultaneously. Although many established thinkers despair at ever getting veto reform in the UN Security Council, some people like Benjamin Freeman firmly believe that although prior efforts in this direction were not acceptable to the Big 5, a series of proposals does exist which could prove successful. Vicky Rossi: Why do we need a global constitution at this point in human history i.e. why did we not need it before and why can we not do without it all together?

James Ranney: The question is how can we reach "absolute, general and complete" disarmament of nuclear weapons? World federalists are of the opinion that nuclear disarmament isn't likely without some global political solution to the problem of peace because individual nuclear arms possessing countries are not prepared to give up their weapons until an alternative security system is in place. If, however, world federalists are wrong in their predictions as to how people and nations act and it is possible to secure some kind of lasting peace without world federalism, we should not get our noses out of joint but rather be overjoyed. In other words, whatever it takes.

Vicky Rossi: You intend to hold a Global Constitution Forum on 14-17 September 2006 in Philadelphia to consider all these issues we are discussing here. Could you briefly explain how this conference will be run, who will be invited and what you expect to be the outcome of this event?

James Ranney: I think it is important to say from the start that we are not trying to draft a document. There have already been 4-5 dozen drafts and nothing came of any of them. It is our aim, firstly, to educate ourselves by meeting face to face - with top flight speakers and in-depth analysis sessions; and secondly, to raise public awareness of the concept of a global constitution through the publicity engendered by the participation in this conference of high profile celebrities.

Vicky Rossi: Beyond formal education and the holding of the Global Constitution Forum, do you see any other key players in this process of raising public awareness on world federalism?

James Ranney: Our goals require that we collaborate and network with other peace groups. Currently we have strong links with the Women's International League for Peace and Freedom, the United Nations Associations and Global Education Motivators, but we hope to strengthen our links with many other such peace organisations in the future.

Vicky Rossi

July 29 2005 marks the 100th anniversary of the birth of former UN Secretary General Dag Hammarskjold, who also believed in an empowered civil society and the concept of a world federation - in the form of a strengthened United Nations with a strong legislative and executive capability.

On 30 October 1954 Dag Hammarskjold in a speech at Columbia University in New York declared,

"We also hear of mutual dependencies and interdependencies, that make our world into one, whether we like it or not. In the light of this new situation many would plead for a world organisation headed by a world government. We may sympathise with their idealism, but the main issue is being avoided with that sort of constitutional magic. The variety of nations and systems makes it impossible to establish a world government, whilst our inter-dependence by necessity demands an organisation for the world. Our knowledge of the past urges us to adopt a middle course on which slowly but surely we move towards a world community which constitutes the only alternative to self-destruction." The year 2005 also marks the 50th anniversary of the death of Albert Einstein, who died on 18 April 1955. Einstein, who was as well known for his political activism as for his scientific discoveries, declared in an "Open Letter to the General Assembly of the United Nations" in 1947:

"If (?) every citizen realizes that the only guarantee for security and peace in this atomic age is the constant development of a supranational government, then he will do everything in his power to strengthen the United Nations.

But Einstein goes on to warn that

"(?) the method of representation at the United Nations should be considerably modified. The present method of selection by government appointment does not leave any real freedom to the appointee. Furthermore, selection by governments cannot give the peoples of the world the feeling of being fairly and proportionately represented. The moral authority of the United Nations would be considerably enhanced if the delegates were elected by the people. Were they responsible to an electorate, they would have much more freedom to follow their consciences." ("Albert Einstein - Rebel Lives", Ocean Press, Melbourne/New York, 2003, p.39-40.)
