If the level and amount of consumption and waste of the western ?rich? countries ever reaches the poor countries, it will mean the end of humanity. The big world corporations are busy doing it.

The production, selling, consumption, accumulation, wastes? and advertisement explosions in the western ?rich? countries and the continued population explosion in the poor countries will turn into major catastrophes.

Why the "interest of nations", the "reason of state"?

What about the "interest of humanity', the "reason of the Earth"?

It is a strange planet indeed where some are preparing for star wars while others wake up every morning in a war for daily food, water, wood and survival. Yes, it is an appallingly managed planet, unworthy of a place of honor in the universe. Our political leaders should feel ashamed down to the marrow of their bones. They should collectively resign.

Why should we wait for another world war to devise a better planetary system than the UN? Let us be sensible and either improve e UN or create a better world organization right away.

We discount world government as utopian because it is an known, and as long as we continue to discount it, it will remain an unknown and utopian.

When we came back recently from the second World Peace Conference in the Hague, Holland on the 8th of May 1999, I wrote this text which I affixed on a wall of our wooden, little farmhouse.

"We have been brought here, on sacred Mt. Rasur for one reason, to save the Earth and to fulfill the indigenous prophecy that from here a civilization of peace will extend to the entire world." Yes, this is and will remain our mission.

Correct Global education and information, and the elimination of miseducation. and misinformation, are fundamental prerequisites of democracy.

The UN is merely one approach among others of world cooperation and planetary management. Infinitely better methods should be designed and planned. There should be no taboos against planetary democracy, planetary federation, a United States of the planet and a planetary community.

When it comes to world government, it seems that all nations of Earth are sitting on the brains of their citizens, preventing them from even thinking about it!

Even if you don't want world government, the UN needs to be supported. You should request that the UN be strengthened to make its present mandates and functions work satisfactorily.

We should read once again the works of Simon Bolivar, Andres Bello and the great universal thinkers of the 18th and 19th century. They are true inspirations for world government.

DECLARATION OF HUMAN RESPONSIBILITIES FOR
Peace and Sustainable Development

In October 1989, In UN document A/44/626, the government of Costa Rica offered to the UN General Assembly the following Declaration of Human Responsibilities for Peace and Sustainable Development for reflection and compromise. The Declaration was drafted and adopted during the Conference on The Search for the True Meaning of Peace held in Costa Rica from 25 to 30 June 1989 under the auspices of the UN University for Peace.

Article 12. Human beings have a continuing responsibility when setting up, taking part in or representing social units, associations and institutions, whether private or public. In addition, all such entities have a responsibility to promote peace and sustainability, and to put into practice the educational goals which are conducive to that end.

These goals include the fostering of awareness of the interdependence of human beings among themselves and with nature and the universal responsibility of individuals to solve the problems which they have engendered through their attitudes and actions in a manner that is consistent with the protection of human rights and fundamental freedoms.

Let us be faithful to the privilege of our responsibility.

Yet you are ready to let yourself be killed for limited, intangible, very recent, ever changing, self promoting, artificial mortal entities called nations. Increacing diversity is the rule of the universe. No two human beings, animals, insects or plants will ever be exactly the same in the entire universe and stream of time. Yet all atoms, cells, insects, plants, animals and human beings are parts of vast families of basically similar structures, characteristices and functions. Unity in diversity must be the central rule of a planetary society if we do not wish to run counter to biological evolution.

I hope that someone will create a world peoples' association or movement called "Enough Is Enough" calling for the total demilitarization and disarmament of this planet. Read what Tolstoy said about the military (idea 1284).

Peoples' opinion should not tolerate that 3/4 of a trillion dollars are being spent by governments on militaries and ever more sophisticated armaments when there are so many poor, hungry, suffering people in the world.

People should have the courage to say to their governments: "we are fed up; we want a change; give the UN the means to secure peace among nations; the plans are all ready for it; all that is missing is your consent.

Something is not yet right and ripe in our human society at the beginning of the 21st century and third millennium: missing is an unprecedented vision, boldness and courage to fashion a new, promising, better future. Our beliefs, society, ways of life, institutions and future goals must be reviewed and reappraised fundamentally from scratch as I said in Ideas 527 to 547. I must repeat here that we need:

a new political system for planet Earth
a new economics
a new education
a new media and communications
a new democracy
a new global leadership
a spiritual Renaissance and inter-religious cooperation
a non-violent human society
a well preserved planet
a decent well being for all humans
an urgent stabilization of the world population
right human settlements on the planet
the disarmament, demilitarization, denuclearization and global security of the planet
a new science and technology
a new anthropology, sociology and new ways of life
a new human biology

While so much has been accomplished by science and technology, the only three worthwhile, imaginative achievements in the political field during the last forty years are: the UN, the Marshall Plan, and the European Community. There is an insufficient list of accomplishments for a world beset with a host of mounting global problems.

The UN is a much better forum for the democratic management of world relations in contrast to letting national interests use force and greed rule the planet. The UN is still very new at it. The tasks before this forum have never been attempted before. A new world political system must sooner or later be devised with effective legislative, executive and judicial powers.

I did not know you wrote a preface to Ken Keyes book "Planethood." I have not read that particular book.

I had the good fortune of interviewing Ken Keyes on my radio talk show called: Successful Living, in 1993, just a couple of years before Ken passed away.

I mention all this because it just became apparent to me that you both have been doing similar work. I just did not know that you knew of each other. It makes me feel wonderful that the two of you were aware of one another's work. Ken Keyes, like you, was a great teacher of spiritual values and wisdom. His work has done much to promote peace and happiness.

Thank you Dr. Muller for your continuing work in the contribution of peace and happiness to mankind. We have come to the time where we need to develop together with one another, inclusion rather than exclusion. We all live on a very tiny planet called Earth, so we need to develop our individual responsibility to peace and happiness.

Once we have tasted peace and happiness, why would we want anything else for ourselves? All we really need is to realize this. Happiness is wisdom!

I mention all this because I once asked my son Francois what grade he would give humanity for the way our planet was being managed.

He answered; "I would give humans a triple "D": Dumb, Dangerous and Disastrous".

This encouraged me to express a similar view in a preface I wrote for the book "Planethood" by Ken Keyes and Ben Ferencz. This book raises, in effect, the following fundamental question:

"What would be the fate of the United States if each of its fifty states were sovereign, possessed an army, a President, a Supreme Court, a State Department, a CIA, a national hymn, a national flag, national days, and the exclusive power to levy taxes on its citizens? What if the United States government were no more than a United Nations without sovereignty, without legislative, executive, judicial, and fiscal powers, unable to make decisions and laws, but only recommendations and exhortations? You would exclaim: 'What an indescribable mess it would be!' Well, this is exactly the state of your planet torn up into 175 pieces!"'

If nations perish, it is the big powers which will have been responsible for letting the nation-state system become inoperable, and for not having strengthened the UN as a means for proper democratic world governance.

Suppose there will be no nuclear war that will destroy this planet. Then try to think what life will be on this planet in one hundred, one thousand or in two thousand years. You will conclude that the present political "system" and endless economic destruction of this planet cannot survive for long.

At long last in the year 2003 a wave of concern has arisen for the first serious climatic changes affecting planet Earth and humanity. They are due to the increase of the world population from 2.5 billion in 1952 to 6.3 billion now, to the concentration of populations in big cities and to the increase of human industries and transportation which pollute the air. The US and the USSR say that they cannot take measures because they would effect adversely their economies.

Well, when I succeeded to convene the first UN world conference on climatic changes in 1979 I was considered crazy, as I was when I recommended to Sweden to convene the first UN world conference on the environment in 1972. It took fifteen years to obtain a second conference in which the climate problem was beginning to be recognized as a ?potential threat? by governments. Then there was a third conference, not under the United Nations auspices, of a number of key governments in 2000 which confirmed finally the possible threat of climatic changes.

Now in the year 2003 the World Health Organization informed the world of the number of deaths due to climatic changes, namely 150,000 people, and predicted that the temperature of the planet will further increase by one to three and a half percent by the year 2100.

As regards world population, the UN forecasts for 2050 an increase of the world population from 6.3 billion to 8.91 billion (3.05 billion more in the poor countries and 40 million less in the rich countries).

These are very fundamental problems which will face humanity in the decades to come. They might become emergencies while billions of dollars are being spent on atomic weapons, on launching outer space vehicles into the universe, including for tourism, and on many other senseless activities.

The sixtieth anniversary session of the United Nations in 2005 must be a great, most vocal, historic, eyes, heart and minds opening world event.

In our modern, rapidly changing times, the airports of planet Earth are usually rebuilt every ten years. Hospitals are modernized every few years. Strangely enough, the most important traffic and healing center on Earth, the United Nations, has not been remodeled once in forty years! There is something wrong with that.

Peace Antenna Interview with Mr Federico Mayor Zaragoza, Earth Charter Commissioner, Chairman, Fundación Cultura de Paz, former Director-General of UNESCO. Rossi interviewed Federico Mayor at the Earth Charter +5 Conference, Amsterdam, 7-9 November 2005.

Vicky Rossi: You made reference to a World Council, where would you place the Earth Charter Initiative in terms of its similarities and differences vis-à-vis the World Wisdom Council of the Club of Budapest or the World Future Council?

Federico Mayor: We consider that we must be seen to be those who have produced this particular tool, but we do not want to have any kind of "structure", although that is valid for the Club of Budapest. I have even suggested that the Culture of Peace concept should also be brought in. The same goes for declarations like the Declaration of Human Rights. Otherwise, we give the impression that we are the "sellers" of this one document. No, no, no. If we are the sellers of anything, it is of the ideas that lie behind the Charter and these ideas are things like human dignity, respect for all other persons, respect for nature, equality and solidarity. These are the important things.

Today, at the session of the Earth Charter Commission, at the proposal of Steven Rockefeller, it was decided not to change the preamble to the Earth Charter because we consider that it really gives three or four elements for general awareness raising and, in particular, for those who are in power, that are essential for good governance: that is, you must be responsible, you must realise that in this world we are all in the same boat.

Vicky Rossi: Would you say, then, that the Earth Charter is in essence a Charter of Human Duties and Responsibilities similar to the "The Universal Declaration of Human Responsibilities" by the InterAction Council, the "Trieste Declaration of Human Duties" (also known as the "Carta of Human Duties") by the International Council of Human Duties and the very comprehensive "Declaration of Duties and Human Responsibilities" by the Valencia Third Millennium Foundation?

Federico Mayor: Of all the documents that I am currently familiar with, I think that there are two which are particularly related to human responsibilities such as those outlined in the Valencia Third Millennium Foundation Declaration. One of them is the Earth Charter because it emphasises that we must respect each other and we must always have in mind the human race. The Charter says that we are "committed" to doing certain things and this, in my view, is the strongest expression of responsibility. I am "committed", not I am aware or I am involved. I am "committed".

Let's look at the Earth Charter preamble itself, which I think is very important. Here you have the mission. It says, "We must join together to bring forth a sustainable global society founded on respect for nature, universal human rights, economic justice, and a Culture of Peace." But then it says that in order to fulfil these four broad commitments, it is necessary to?.. These are the commitments (pointing to the 4 main principles/pillars of the Earth Charter) - and this is the action (pointing to the sub-principles below each of the 4 main pillars). So, each of us must behave in such a way that we "respect Earth and life in all its diversity", "care for the community", "build democratic societies" and "secure Earth's bounty and beauty".

Vicky Rossi: Would you say that the 1st Earth Charter principle, "Respect and Care for the Community of Life", is an over-arching principle comprising the other three?

Federico Mayor: Yes, that is exactly the way, but each of the four main Earth Charter principles is also itself an over-arching point of reference; so, to put these four main commitments into practise (pointing to the 4 main principles/pillars of the Earth Charter), you need to carry out the action plan (pointing to the sub-principles below each of the 4 main pillars).

In the same way, if you take the Declaration of a Culture of Peace, you will see there are declarations and then a plan of actions. It states that to achieve A, you must do the following things. For example, in education, you must do 1, 2, 3, 4, 5, 6, 7 - as examples of concrete actions. To promote democratic principles, you must carry out the following 1, 2, 3, 4, 5, 6, 7 actions. To ensure equality between women and men, you must do the following 1, 2, 3, 4, 5, 6, 7 actions.

Vicky Rossi: Could you provide some examples of the kinds of initiatives that are going on at the governmental, civil society and grass roots levels to promote the Earth Charter?

Federico Mayor: There are very many different initiatives being implemented, for example, there are some Central Asian countries [e.g. Tatarstan] that have already officially recognised the Earth Charter, at the governmental level. Then in my country [Spain], I have been discussing world citizenship education with government ministers and I have suggested that they should refer in particular to the Declaration of Human Rights, the Declaration on Tolerance, which is currently very important for the co-existence of different immigrant groups, and the Earth Charter. The Spanish government has now advised the autonomous regions that they should follow this lead. Then, the Catalan government has integrated the Culture of Peace into their statutes, so now the Culture of Peace is officially incorporated into all of the schools there.

It is our intention with the Earth Charter to "advise" - because it is not necessary to put this as a "compulsory" thing - at all levels of government. I have focused especially at the city level. When we think about "power", we tend to think about power in the government, but we have other local powers too. One very sure place to go is the city because "citizens" live in the "city" and as such one of the most important ways of mobilizing support for the Earth Charter is in the cities.

On another point, although it is wonderful if we can from time to time appear in the most well-known journals and newspapers - through an editorial or an article - there are publications which exist apart from the normal mass media, that is, there are hundreds of thousands of people who receive free of charge their bulletin, their proceedings. For example, in Spain, all teachers receive 2 kinds of journals related to their teaching profession. These professional publications are very good for wide-spreading things like the Earth Charter because they are free of charge. So, it would be good to be in the journals for lawyers or the journals for health professionals, etc. This is a wonderful way of wide-spreading the concept of the Earth Charter because if you are reading the newspaper, perhaps you would not take as much notice of an article on the Earth Charter as you would if you were reading one in a professional, monthly publication. So this is another way of concrete action.

Vicky Rossi: As well as finding new ways of raising awareness amongst people and governments on the Earth Charter, what do you hope the Earth Charter +5 conference here in Amsterdam will achieve?

Federico Mayor: Normally, I must tell you sincerely, that most of the +5 meetings are meetings of complete disappointment. Most of them. With regards the Millennium Development Goals (MDGs), these were a necessity because we realised that instead of getting better we were going backwards. For example, in the very important issue of people that are living on less that $1 a day, we were seeing that instead of reducing the numbers, we were getting worst. So the MDGs were a real necessity, but the Millennium +5 was a disaster. It is true that in the middle was 11 September 2001, but the net result has been "nothing" - very, very little has been done - and this happens in nearly all the +5.

The Earth Charter, however, I must tell you is another kind of event as you can see. The people who have been working with the Charter have been doing quite a good job. Many NGOs and institutions around the world have realised that the Earth Charter is a good thing. In particular, the reaction of young people has been very interesting. I can accept that young people can find many answers in the Earth Charter. So, in short, I think the +5 of the Earth Charter is much better than the normal +5. In any case, it is having a catalyst effect, which is good, because even if somebody thinks they haven't really done a lot yet with the Charter, now they will have a new impulse for action.

Vicky Rossi: Is there a link between the 3rd Earth Charter principle, "Social and Economic Justice", and the drafting of the Millennium Development Goals (MDGs)?

Federico Mayor: I see the Earth Charter as a tool for the MDGs because it is more of an over-arching declaration. In turn, the MDGs are an expression of how to put into practise many of the principles contained in the Earth Charter. [Vicky Rossi: In a speech on Tuesday 8 November, Maurice Strong indicated that the MDGs came after the Earth Charter -the drafting of the Charter began in 1997 - and that the MDGs were in many ways stimulated by the Earth Charter.]

As I said before, at the Millennium +5 nothing happened despite the "solemn" declarations made by governments. However, on 22 July 2005, Secretary General Kofi Annan gave proposals for the Millennium +5 saying, "Well, whatever we have done or not done, let us now concentrate on?." But then "Hurricane Bolton" came and well? Nevertheless, the outcome has not been bad as now they say that they recognise that the United Nations is indispensable. This is not bad. It was better in the Declaration and it was better, in my view, in the document of the Secretary General, but the official outcome, "We recognise that now more than ever the United Nation?", means that we must try an in-depth reform, but not just of the Security Council. For example, we should make the General Assembly 50% States, 30% elected people from the different countries - then we will be "We, the peoples" - and 20% NGOs and institutions. If they say, "No, this is impossible", well, the League of Nations was like this. The only institution that remains from the former League of Nations is the ILO (International Labour Organisation). The ILO has one third States, one third patronat and one third workers. Then, this is a good example. You see, before the War they already recognised that if you say, "We, the peoples", then you cannot only put the States.

On another theme, now they are saying that we must work to establish what unites the different cultures and not what separates them. Here again is an immense space for work because this is the Alliance of Civilizations. What we need to say is that we can accept everything except imposition, except violence. But we can accept everything.

Background to the creation of the Earth Charter

The idea of creating a new charter to promote the fundamental principles for sustainable development was declared by the United Nations World Commission on Environment and Development in 1987. However, despite the impetus of the 1992 Rio Earth Summit, the drafting of the Earth Charter remained incomplete. In response to this delay, in 1994 Maurice Strong, the secretary general of the Earth Summit and chairman of the Earth Council, joined together with Mikhail Gorbachev, founding president of Green Cross International, to launch a new Earth Charter initiative. In 1997 an Earth Charter Commission was created to oversee the initiative and an Earth Charter Secretariat began work within the Earth Council in Costa Rica.

Contributions from individuals and organisations, from experts and grassroots communities, were compiled by the Earth Charter Commission's drafting committee and finally approved at a meeting in the UNESCO HQ, in Paris, in March 2000. On 29 June 2000, the Earth Charter was officially launched at the Peace Palace in The Hague. Its mission is to establish "an ethical foundation for the emerging world community" and "to bring forth a sustainable global society founded on respect for nature, universal human rights, economic justice, and a culture of peace."

The Earth Charter has 4 main principles/pillars, each of which has 4 sub-principles:

1) Respect and Care for the Community of Life

i) Respect Earth and life in all its diversity.

ii) Care for the community of life with understanding, compassion and love.

iii) Build democratic societies that are just, participatory, sustainable, and peaceful.

iv) Secure Earth's bounty and beauty for present and future generations.

2) Ecological Integrity

i) Protect and restore the integrity of Earth's ecological systems, with special concern for biological diversity and the natural processes that sustain life.

ii) Prevent harm as the best method of environmental protection and, when knowledge is limited, apply a precautionary approach.

iii) Adopt patterns of production, consumption, and reproduction that safeguard Earth's regenerative capacities, human rights and community well-being.

iv) Advance the study of ecological sustainability and promote the open exchange and wide application of the knowledge acquired.

3) Social and Economic Justice

i) Eradicate poverty as an ethical, social and environmental imperative.

ii) Ensure that economic activities and institutions at all levels promote human development in an equitable and sustainable manner.

iii) Affirm gender equality and equity as prerequisites to sustainable development and ensure universal access to education, health care and economic opportunity.

iv) Uphold the right of all, without discrimination, to a natural and social environment supportive of human dignity, bodily health and spiritual well-being, with special attention to the rights of indigenous peoples and minorities.

4) Democracy, Non-violence and Peace

i) Strengthen democratic institutions at all levels and provide transparency and accountability in governance, inclusive participation in decision-making and access to justice.

ii) Integrate into formal education and life-long learning the knowledge, values and skills needed for a sustainable way of life.

iii) Treat all living beings with respect and consideration.

iv) Promote a culture of tolerance, non-violence and peace.

Earth Charter +5 Conference, Amsterdam, 7-9 November 2005

On the occasion of the Earth Charter +5 conference held at the Royal Tropical Institute in Amsterdam, 7-9 November, I spoke to the former Director-General of UNESCO (1987-1999) Mr Federico Mayor, one of the Earth Charter Commissioners and Chairman of the Fundación Cultura de Paz.

Vicky Rossi: How would you summarize the ethos and intention behind the Earth Charter?

Federico Mayor: The Earth Charter is the final result of a big disappointment because we were working very, very hard in the year 1992 for the World Summit in Rio de Janeiro on sustainable development and particularly on the environment. We must take into account now that we have an environment and that we must transfer this environment and this Earth that we are utilising to the next generations. We realised that that was not the case, so we prepared - I can assure you - one of the best UN summits that has ever been prepared. We were working very hard and very late, and we were drafting documents related to the soil, the oceans, the air - everything was taken into account.

As you know, Agenda 21 contains all sorts of excellent recommendations, but we realised, when leaving Rio de Janeiro, that the United Nations was not really taken into account. After the end of the Cold War there was a dynamic aimed at not reinforcing the United Nations, but rather keeping the UN as it was, and instead creating things like the G7 and G8. At the time, we had the feeling - I say "we" as I was Director-General of UNESCO then - that we must take the excellent guidelines of Agenda 21 and reflect on these main points in one topic through what could be a World Council on Earth. Particularly in order that the education of the children, but also education at different levels, could transmit the essence - let us put it this way - of Rio de Janeiro. And this was done.

Maurice Strong, who was at that time also the secretary general of the Summit in Rio de Janeiro, created the Earth Council in Costa Rica. Then different people were asked to participate in the drafting of what is now the Earth Charter: Mikhail Gorbachev, who at that time was President of the Green Cross, was requested to participate; so too was Ruud Lubbers, who was then the Prime Minister of this country - the Netherlands - and also very supportive of the Green Cross; then of course UNESCO was asked to participate because we were one of the leaders - we have the Oceanographic Commission, for example, we have hydrologic programmes, we have so many projects related to what is now the Earth Charter. So those are the origins of the Earth Charter. We wanted to provide the world with the essence of the Rio World Summit.

Strangely, the UN cannot guarantee what it was established for, namely peace. Why? Because it is based entirely on the goodwill of nations and has no enforcement power. It is as if for a large city one would say: there is no need for law and order, all that people have to do is to be nice to each other.

The nation-state has contributed much to the advancement of social justice. Law protects, while unlawfulness gives a free hand to the rich and powerful. Therefore we need a world-state with the same function as the nation-state, but world-wide. The rich and powerful invade and rule the world, because there is no world law, no world-state, only a free-for-all jungle for the powerful and rich.

Currently, I'm a Program Manager working for a Technology company near San Jose, CA, and I have just completed my MBA. Ten years ago, I was in the Peace Corps in Hungary.

What is basically wrong, and might turn out to be tragically wrong in the evolution of this planet is that everyone is working for a particular nation, religion, business or institution, not paying consideration to the world in its interdependent entirety and that of humanity too.

This can only be corrected by a basic reform of education which would start with the world and humanity, and then only show the role, place and contribution of innumerable groups, entities, beliefs and institutions.

I am sorry to have to say that, but the world core curriculum which I derived from the United Nations and offer at the end of the first fascicle of 100 ideas is a major way out of the chaos in which we find ourselves today, imperiling the planet and the human species itself. We owe future generations, our descendants this new, up-to-date evolutionary curriculum of education. It is of utmost urgency

Today we need a planetary democratic government and we will certainly have one within the next twenty to thirty years. The UN system is an unprecedented attempt by humanity at self organization. It is a first response the fundamental urge of humanity to live in peace and to organize elf properly on this planet. It merits more recognition.

A few simple rules that I have found for seeking happiness: - good nutrition - good thinking - love for life - meditation and prayer

Once during the war, a very intelligent man, a hat manufacturer from Belgium, visited our family. He heard my father complain about the hardness of the times. He went to the bathroom and brought back a fragrant bar of prewar toilet soap which my mother had extracted from her treasure chest in his honor. He passed it around and asked everyone to take a deep breath of its delightful fragrance. Then he said:

"Once this war is over never will any one of us feel again the happiness we enjoy at this moment in touching and smelling this soft, heavenly, rate bar of soap. At every time of one' life, in every circumstance, there is a certain form of happiness. The art of living consists in seeking out these special moments!'

During the fortieth anniversary of the UN, a group of Alsatian children visited the UN. After the speech I gave them in the Dag Hammarskjold auditorium, a little boy asked me this question:

"Why doesn't the UN eliminate all borders?"

I had no good answer, except to say that Alsatian-Lorrainers were the first to try to eliminate borders in Europe, that they succeeded, and that we will also succeed for the rest of the world.

In 1989, in my acceptance speech of the Peace Education Prize of UNESCO, I expressed the hope that I would be present in my home-town of Sarreguemines in Alsace-Lorraine to see the border between France and Germany dismantled once and forever in 1993. 1 hated this border during my entire youth, seeing it from my window and being constantly reminded of the division and misery it created for my family and for so many people.

How can I respect nationalism, when it caused my poor grandfather to have five successive nationalities in his lifetime without leaving his village, my father to be first a German soldier and then a French soldier, and myself to be in the French underground, while my cousins wore French and German uniforms?

I hate not only war, but also artificial national borders and sovereignty. This is my right. This is my freedom.

We live on the most ridiculously sliced up planet in the universe! If we discovered another planet divided politically like ours, we would laugh.

National democracy, yes.
World democracy, no.
Why?

In 1932 Einstein, having given up hope that humanity would find the answer to war and peace, turned to Freud and asked him if he had the answer. Freud wrote the following to him:
"Human instincts are of two kinds: those that conserve and unify, which we call 'erotic' (in the meaning Plato gives in his Symposium); and second, the instincts to destroy and kill, which we assimilate as the aggressive or destructive instincts. These are, as you perceive, the well-known opposites, love and hate, transformed into theoretical entities; they are, perhaps, another aspect of those eternal polarities, attraction and repulsion, which fall within your province."
And he concluded that peace and non-violence can only be achieved by "developing the love instincts" and by "the transfer of power to a larger combination, founded on the community of power sentiments linking up its members." He therefore held the League of Nations to be a unique and hopeful development in human evolution:
"We would be taking a very shortsighted view of the League of Nations were we to ignore the fact that here is an experiment the like of which has rarely - never before on such a scale -been attempted in the course of history. It is an attempt to acquire the authority (in other words, coercive influence) which hitherto reposed exclusively in the possession of power, by calling into play certain idealistic attitudes of mind, including ties of sentiment or identification between the members of the group as opposed to violent compulsion."

Hallo Robert and Barbara,

When wandering in the virtual world, through series of links and searches I suddenly entered a castle filled with treasure. I started to explore the jewels there, going from room to room, and back again, finding still new doors to another rooms. I don't know if, and when, I will be able to see everything what is there, but what I have already seen fills me with new hope and joy.

That castle is your websites. How much I agree with what you have to say!

Strangely, I have never heard neither of you nor of your websites before. Evidently, this is not what media consider worth talking about.

The virtual world on the net creates new wonderful opportunities. May be, finally, the kindred spirits, great like you and small like me, will be able to find each other and unite together to create a critical mass, capable of shifting the consciousness on the planet away from the direction of self-destruction.

I have my own website. It is a personal website reflecting some of my ideals and beliefs and humbly trying to depict the joy of existence.


However, the main purpose of my website is to rise awareness about enormous harm that is being done to children throughout the world.


Children are educated not only at schools. First of all they are educated by what they experience in their homes and their families, and in societies they live in. Much too often they are educated there by means of violence and suffering.

Suffering does not teach happiness and peace of mind. Experiencing violence and abuse does not teach peace and tolerance. Being forced to witness violence and abuse without complaining does not teach compassion and empathy.


If we want to create a better world we have to start with children.

It is reported that the militaries of certain nations are testing new secret weapons which would damage or destroy the environment of other nations, e.g. beams to the ozonosphere to create holes in it above an enemy nation thus letting infra-red rays go through and create cancers. Several others are being developed in this new field of environmental weaponry. I recommend:

1. That this subject be urgently placed on the agenda of the United Nations.

2. That the United Nations create an inter-governmental committee and a Secretariat Unit in charge of reporting on all facets of this new form of armaments and taking proper action against them.

3. That these new forms of armaments which may endanger and damage peaceful countries and the entire Earth be brought as criminal actions before a greatly strengthened International Court of Justice or a special new World Court of Justice against armaments and military crimes.

"What would be the fate of the United States if each of its fifty states were sovereign, possessed an army, a President, a Supreme Court, a State Department, a CIA, a national hymn, a national flag, national days, and the exclusive power to levy taxes on its citizens? What if the United States government were no more than a United Nations without sovereignty, without legislative, executive, judicial, and fiscal powers, unable to make decisions and laws, but only recommendations and exhortations? You would exclaim: 'What an indescribable mess it would be!' Well, this is exactly the state of your planet torn up into 175 pieces!"'

Sometimes when I do something with my hands, I say: "It is not going to work, it will fall, it will break." And indeed it does. I then exclaim: "Well, I knew it, I was right."

But in the back of my mind lingers the thought: "If I had held it better and been more careful and optimistic, it would not have fallen and broken." And I conclude that it was to a large extent my own fault.

Well, the same applies to social relations and to humanity. We all too often say: "It will not work." When writing these 2000 ideas I changed my attitude and said: "It will work. I and other people will make it work." As a result I never give up and the spirits of the universe visit me in the night and show me the ways.

As Immanuel Kant said:
"It will be proved, I know not when or where, that the human soul stands even in this life in indissoluble connection with all immaterial natures in the spirit world, that it reciprocally acts upon these and receives impressions and help from them."

Ending War

When one looks closely at the multitude of institutions, social groups and entities created by humans, one discovers that they were all created for providing or increasing human fulfillment and happiness. The trouble is that most of them become fundamentalists: my nation, my religion, my company, my institution, my philosophy, my ideology will do it all for you. As a result they compete, diminish and fight each other, use huge resources and all kinds of means to keep and increase their customers, some are even ready to go to war.

Honest, shouldn't they all sit down in the United Nations and see how all institutions and entities can join forces and ensure the happiness of all humanity while preserving our beautiful planet Earth? None of them, anyway, will ever gain hold over the entire human race.

And shouldn?t every human being:

Decide to be a global citizen
a good inhabitant of the planet Earth
A member of the great human family
Pray, think, act, feel and love globally
And you will aggrandize yourself
to the outer limits of being

Know this planet
Love this planet
Care for this planet
For you come from Mother Earth
You are made of her elements
You are the Earth become conscious
of herself
You are her eyes, her ears, her voice,
her mind and her heart

Save your mother Earth
from her matricidal children
who destroy her
who divide her
who spike her with Nuclear arms
who hold their territories to be
greater than the globe

People often ask me: "How can you be so optimistic? Aren't you frustrated and ready to give up?"

"No, because I feel like a doctor, I do my very best and I always take the view, as does a doctor or surgeon, that I can heal or at least help the patient. If I fail, I say to myself; 'I did my best, and I learned something which might help next time.' I would hate to be operated on by a pessimistic surgeon who doubted his ability to succeed. I always dreamt that St. Francis and St. Claire would be declared saints of the United Nations. I recommended it to Pope John Paul II. At least I obtained the following blessing for the UN University for Peace:

The Franciscans International decided to erect a beautiful prayer place and bust of the saint in the gardens of the University for Peace. The event was in honor of the common ideals of St. Francis and of the University: peace, love for God's nature and simple and frugal lives, not to tax unduly our Mother Earth.

On 11 March 2000 the Franciscans held a celebration and a Mass for the bimillennium at that shrine. It happened to be also my birthday, the reaching of the age of seventy-seven. At that ceremony I expressed these dreams:

- that in this new millennium every country will celebrate a saint, a nobel woman or man who left behind a great inspirational model of life and a message of elevation and hope for all humanity;

- that in many places on Earth church bells, gongs and muezzins will announce again everyday the resurrection of light and day;

- that radio and television programs around the world will start each day with a sacred song e.g. the Ave Maria by Gounod or the Ode to Joy by Beethoven, as thanks to God for the miracle of life;

- that all humans, be they heads of states, artists, religious leaders, business people, educators, scientists, fathers and mothers will ask themselves the question: what good will I do today?

Emissary of Hope

The Pope hung his own necklace around United Nations diplomat Robert Muller's neck. A North American Indian chief did the same. Muller still wears them both. Ode spoke with this unusual emissary of hope who has had considerable influence in the world.

When Robert Muller was 25, tragedy changed the course of his life. "It was towards the end of World War II," he tells me. "I was part of the French Resistance. My company got a message that there was a barrack nearby in which 20 armed German soldiers were hiding. I was the only one who spoke German, so I was assigned to negotiate. They were young men, boys really, frightened and desperate. Through a megaphone I persuaded them to come out. I promised them that we wouldn't harm them, that they would be safe and sent home in a few days time. They came out and surrendered." Muller frowns deeply, and continues in a low voice. "The next day I was informed that they were all dead?shot by the French Resistance."

Swore to God he would spend his life working for peace.

Muller crosses his arms, covering the necklaces he got from Pope John Paul II and the Hopi Indians. Then he throws his arms up in the air. "Can you imagine how I felt? They had been betrayed! To this day I still see their faces in front of me.

Upon hearing the news they had been killed, Muller ran up a hill and fell to the ground sobbing, repeating to himself: "My God, what have I done?

"The image came back to me of my father, who had fought in two wars; of my grandfather, who had had five nationalities and known three wars and of my cousins who were now fighting in different uniforms on opposite sides in the present war. The whole world seemed a madhouse." Suddenly, as he lay there anguished on that hillside, an immense inspiration came over him. Muller looked at the fading moon and stars, and swore to God he would spend his life working for peace.

How to run the world in peace and justice.

"How I would do it, I had no idea. But I knew that it would be my obsession for the rest of my life. I swore it to the 20 young men whose bodies lay fresh on the ground a few hundred yards from me."

When Robert Muller descended the hill a while later, he was a man with a mission.

But how does work for peace? That's what the young Robert Muller asked himself as he worked toward his degree in economics at the University of Strasbourg near his family home in the Alsace-Lorraine region of France.

His answer arrived while he was on a train after the end of the war. He'd forgotten to bring anything to read for the three-hour ride but remembered a poster announcing that the French Association for the United Nations was offering a prize of 5,000 francs to the best student essay on developing a world government. So he jotted down his thoughts

The next step in human evolution - "Paradise Earth" -
will become a reality soon.

"You want to join the United Nations and tell them how to run the world in peace and justice?" Muller said to himself. "Well, this is your chance." A few weeks later he was informed he had won the essay contest and was invited to participate as an intern at a meeting of the World Federation of United Nations Associations in Geneva.

That was in 1948, two years after the UN General Assembly met for the first time. The internship would mark the beginning of a distinguished 40-year career at the UN, during which Muller coordinated a number of agencies of the UN, ultimately rising to Assistant Secretary-General, a position he occupied under three consecutive Secretaries-General: U Thant, Kurt Waldheim, and Javier Perez de Cuellar.

Currently, Muller, 82, is chancellor emeritus of the United Nation's University for Peace in Costa Rica, which he helped found with former Costa Rican President Rodrigo Carazo. Muller and his wife and dedicated co-worker Barbara Gaughen-Muller live there much of the year, the rest of the time in Santa Barbara, California. Muller also lectures all around the world is the author of 15 books, including Most of All, They Taught Me Happiness (Doubleday, 1985 and Amare Media, 2005) and The Birth of a Global Civilization (World Happiness & Cooperation, 1982).

He remains hopeful that his vision for the next step in human evolution - what he calls "Paradise Earth"- will become a reality soon. "Human history so far has been the history of a primitive race," he says. "Only now, with planet-wide knowledge and consciousness, have we entered the real challenge to our species: the good management of our earth. The real history of the world is only beginning."

"I am too much in love with life on this beautiful planet to relax."

Normally such ideas might cause you to raise an eyebrow. But when Muller talks, you want to sit up straight and make double sure your tape recorder is working. When he says, "In the battle between forces of good and evil on this planet, no one can be neutral," you want to join his team, become part of his dream.

One of the reasons Muller is so compelling to listen to is that he is an international diplomat, a prophet, an economist, a spiritual leader, a legally-trained politician, a dreamer, a realist, a pragmatist and a radical idealist all at once. His multi-faceted personality and unique talents explain his successful career. If the idealist and the dreamer in him want to make a dream come true, the diplomat and the politician step to the plate and get the job done.

Shape a better world!

I speak with Muller at a conference centre in Santa Barbara, California, where he is soon to receive the World Business Academy's Humanitarian Award. The lobby slowly fills with guests like alternative health authority Deepak Chopra and futurist Barbara Marx Hubbard who are associated with the Academy. They are here to honor a man who has devoted his adult life to world peace and who is not about to give up now. In fact, looking at him you get the impression he has only just begun.

No, Muller is not taking it easy in his retirement. "I am refired," he says. "I am too much in love with life on this beautiful planet to relax."

The octogenarian remains an inspiration for young, radical thinkers trying to shape a better world. He has written in detail on how the transition to a peaceful world could take place. "I have a plan for Earth Government in 2020 which outlines the measures of a better management of our planetary home. I am now writing a plan to achieve Paradise Earth by the year 2050."

Muller rubs his chin and leans forward. "You see, love for peace is not enough. Beyond it we need a vision of peace, a science of peace, a strategy for peace and innumerable actions for peace."

Muller is aware of the perennial criticism of the UN, but refuses to be discouraged. "Someday humans will realize that the UN is one of the greatest biological phenomena of all times, a true turning point in our planet's and human evolution. Too many people do not believe in the UN. They criticize it, lash out at it, call it inefficient and ineffective. Why don't they love it instead, defend it, encourage it and give this god-sent instrument for world peace and order a chance to succeed in the face of truly gigantic problems? How can the UN succeed without your faith and encouragement?" He looks astonished, as though he cannot understand such ignorance.

"In order to model a happy and beautiful world, we must believe in it, we must work at it, we must be in love with it."

Even if you are not convinced that the UN is a god-sent instrument for world peace, Muller predicts the organization will become increasingly important. "Within 15 years we will have a proper government and administration of planet earth and of humanity. Why? Because the current troubles, injustices, wastes and colossal duplications of national expenditures - especially on armaments and the military - will force us to. It is inevitable. The salvation of this planet and survival of the human species depend on it. No one can for long go against evolution. Nation-states must adapt or they will disintegrate, even the biggest ones."

It is statements like these that earned Muller the nickname "prophet of hope" for his ability to see possibilities where others see obstacles. This is one of the reasons three consecutive Secretaries-General wanted Muller on their teams. Muller's optimism and belief that the "impossible" can become a reality certainly had a large influence on U Thant.

"Model a happy and beautiful world,

Says Muller: When I joined U Thant I asked him, 'Do you have any unfulfilled desires? Is there anything you still want to achieve during your term?' He did. He wanted to make China part of the UN, and he longed to have a truly spiritual voice address the UN assembly. So I said: 'Let's do it!'" That same year Muller managed to persuade Pope Paul VI to address the UN. China later became part of the UN, largely because of U Thant's persistence.

Secretary-General Javier Perez de Cuellar was also influenced by Muller's insightful optimism. "I still remember the day he asked me to be his second man," Muller says. "He was standing in his room near the stereo, when he said, 'Robert, you know I really don't like politics. I'm afraid I won't be too good at the job.' "'Well', I said, 'what do you like?' He put on a record of a concerto by Beethoven, and started moving his hands the way conductors do when they stand before their orchestra. 'That's it!' I exclaimed, 'You are a conductor! All you need to do is stand before the UN assembly like a conductor making all the countries play in perfect tune and harmony.'"

Happiness is not external. It is a force within.

Muller might be famous for his optimism now, but it wasn't something he was born with - he had to learn it. His teacher was French psychologist and pharmacist Emile Coue, who introduced a philosophy of optimism and self-reliance based on self-hypnosis. Muller was imprisoned by Nazis during World War II, and that was when he first applied one of the lessons of Coue's book Self-Mastery Through Conscious Autosuggestion: Happiness is not external to man, but a force within him. "We were scared, uncertain of our fate ... In the corner was a bucket with a terrible stench. It was our toilet. In that terrible situation I became aware of my thoughts. It would have been easy to panic or to feel hopeless. But I remembered Couess advice: 'Always be the happiest man on earth, wherever you are and whatever you do.' If you look at it that way, being in prison is actually a rather interesting experience."

Muller managed to get a pencil and began writing a romantic love story on the inside of the prison door. "During those anxious days, through will and imagination I was able to keep in good mental shape and even to attain happiness."

Switch on optimism and confidence ... return to a positive, creative mood.

"To be unhappy, to be ungrateful, not to feel wonder and appreciation for the incredible gift of life is a most foolish and short-sighted attitude. The toughest prison of all is that which man imposes upon himself."

Many times at the UN, faced with tragic news or divisive diplomats, Muller says he would go within and "switch on" optimism and confidence. "Immediately," says Muller, "I return to a positive, creative mood. This mysterious quantum change between a negative and a positive current is a mystery to me. I do not understand it. But it has done miracles for me.

The lobby outside the World Business Academy awards banquet is almost empty. The guests are in the dining hall waiting for Muller. He says good-bye to me but before going inside, he checks his pockets for his harmonica. He hardly gives a speech without it, most often playing "Ode to Joy". You might raise your eyebrows at this, too, but that's the beauty of the man: He's still a child at heart, believing that a better world is possible.

"Life is divine, life is an extraordinary, incredible, miraculous phenomenon, our most precious gift," he tells me as walks into the hall to receive his Humanitarian Award. "We must grow a global brain, a global heart and a global soul. That is our most-pressing current evolutionary task."
