A world agency or new UN agency must be created to deal with the crust of the Earth, the stability, potentials and dangers of natural and manmade changes and movements of the Earth’s crust. Human changes through water barrages, excessive constructions, transportation, underground and sea bottoms exploitations, atmospheric, weather and climatic changes are so important that they require a separate world institution working in close cooperation with the UN World Meteorological and Climate Organization.
