I should start a list of ideas and dreams which were implemented: for example, the creation of the United Nations Development Program, of several specialized UN agencies and programs, the application to the whole world of the European road signals, just to give these few cases.
It might be useful to establish such a list. We would probably feel very good when reading it.

-A Contribution to the 50th Anniversary of the United Nations, 1995, Chapter 5 | Zhou En Lai also asked the Secretary-General: "Why do all world agencies have their seats in New York, Washington, Paris, London, Geneva, Rome, The Hague, etc? Why is not a single one located in the poor countries, for example here in Asia, where two-thirds of the world's population live? Don't we count in the world? Couldn't the Security Council meet once in awhile in our area? We would be happy to receive it in China, or in any other country of Asia."
That was in 1972. Twenty years later, the situation is still the same.
After that conversation I convinced the Secretary-General to convene the Security Council in other capitals, closer to the people and trouble spots. Indeed, it met shortly thereafter in Addis Ababa and in Panama. But when I left the Secretary-General's office, this policy stopped and was never resumed.
Zhou En Lai, for his part, obtained that the newly created UN Environment Program be established in Nairobi, Kenya. Since then also, China uses its veto in the Security Council to ensure that new Secretary-Generals be appointed mostly from other than western countries.
