It might be useful to establish such a list. Why is not a single one located in the poor countries, for example here in Asia, where two-thirds of the world's population live? Don't we count in the world? Couldn't the Security Council meet once in awhile in our area? We would be happy to receive it in China, or in any other country of Asia." That was in 1972. Twenty years later, the situation is still the same. After that conversation I convinced the Secretary-General to convene the Security Council in other capitals, closer to the people and trouble spots. Indeed, it met shortly thereafter in Addis Ababa and in Panama. But when I left the Secretary-General's office, this policy stopped and was never resumed. Zhou En Lai, for his part, obtained that the newly created UN Environment Program be established in Nairobi, Kenya.
