#13. The UN General Assembly takes six major steps:
i. In consultation with governments, world agencies, and the best minds of the planet, it prepares a plan for world peace by the year 2010. All member states are requested to submit proposals. National committees are established with peoples’ participation to draft ideas and concrete action proposals towards "World Peace 2010" and "World Disarmament and Demilitarization 2020."* |

| In the world of today there are two political systems superior, I would say far superior to the United Nations: The European Community and the federal system.
They should both be considered for urgent introduction, if the UN remains stifled, grossly unimple¬mented, denied any institutional growth and legislative, executive and judicial powers, isolated from public representation, and at the mercy of national financing.
No child would survive with such unconcerned, stingy parents as are today's nations. This joke has lasted long enough and must come to an end.
A new world political system must be considered, capable to cope with the colossal problems in the coming third millennium, of which the world is pregnant with today.
